Who decides the reversal quantity and attribution to issued CORCs in practice? Is it Puro, the output auditor, or the storage-site regulator? And what evidence is needed?

According to rule 6.7.4 (in the Puro General Rules 4.0 and beyond) the reversal quantity is calculated by the project operator, reviewed by Puro (Issuing Body), and the auditor may be consulted. We expect that the evidence provided is consistent with the data that is delivered to the storage-site regulator.
